COM issues?

I've been struggling with a box that seems to run into trouble with it's LSASS and SVCHOST activity. Something on the box is causing these to consume enormous amounts of CPU. One svchost instance spawns upwards of half a million handles. Something's not right but I've not yet pinned down what.

I'm thinking stuff like this is relevant but it's frankly bordering on rocket science.
