Double-scrolling?

I've a Toshiba Satellite laptop that's giving me fits. The button on the touchpad is either sending two clicks or there's something wrong with the scrolling settings. When clicking in the gray area above or below the slider in a vertical scroll bar it's acting as if two clicks were made. This is not happening anywhere else (it's not a hardware problem).

I just can't seem to find the right place for controlling how many pages get scrolled up/down when this area is clicked. Any clues?
